11 BACKGROUND OF THE STUDY 
Any organization that wishes to succeed and perform effectively, such institution or organization should embrace the goodwill of its consumers This is true of any institution of which the police as an institution rightly belong It is true that the key to the success or better performance of the police or any organization as the cordial relationship between the managers and the public
In today’s world, individuals, groups, or institutions try as hard as they can be carry out reputable personality for themselves, the community where they carry out their operation and in the wide world at large They need a high level of public relation in whatever they are doing
Public relations is a story tool or instrument for any organization or institution, for its survival strategy in management
Public relations assist such institution to attain mutual understanding and good will between the organization and its public The Nigeria Police Force in nor an exception in these business
However, truth as it is, the relationship would not be an easy thing to attain, because it can not come about by itself in today’s modern world It is gotten through the application which involves things like press conference, feature articles, press releases, seminar and advertisement of people forum, informative leaflets which are used to attract and bring attention to the public
Through the use of public relations such institutions like the police is able to evaluate its relationship with the public, with the sole purpose of bring out harmonious adjustment
If the public relations is not used effectively, the actions of the police would be seen in a different light, or rather its actions becomes a clog in the wheel of progress instead of a contributory factor towards establishing mutual understanding
Dr Harlows (      ) defined public – relations as a distinctive management function which helps to establish and maintain mutual lives of communication understanding, acceptance and co-operation between an organization and its public 
This involves management to be informed on activities and make room for responsive public opinion 
The British institute of public Relation also has its own side of definition It defined public relations as the deliberate, planned and sustained effort to established and maintain mutual understanding between an organization between an organization and its public
In his own definition, professor black (1978) defined public relation as the art and science of achieving harmony with the environment through mutual understanding based in truth and full information 
In spite of the onerous functions of the police The situation has not changed for the better In the eye of the public, while other labours employ their work force The police enlist their personnel who are trained with the philosophy of how to suspect, arrest – investigate and prosecute an offender
By doing this, at times, they step on toes which attracts criticism and at times develop into crises and total apathy from members of the public who are reluctant to help the police in going out information on the hidouts of criminals in the society which in turn jeopardize police success in breaking through major crimes committed against the society It is however pertinent to highloght the sources of the lashing of the Nigerian Police which in term jeopardize their success Nwosu (1990) agrees that the Nigerian police is sensitive and visible institution Be that as is mat, its activities and operational impact on the life of the people cannot be over ruled 
According to Benson – Eluwa (1998) he role of the public relations is a management function It is placed under the director, and the Peo in full always usually a member of management and taken part in decision making
Again, the public relations man helps the management to evaluate and interpreted the opinions, attitudes and inspirational of the various publics and the internal activities of the organization 
He proposes to the chief executive officer to reconcile the interests of the organization with those of the publics, especially those of the general public 
Conventionally, image in an apparent reflection of an object according to Longman English Dictionary “It is the general opinion about a person or organization that has been formed or intentionally created in peoples minds” this also applies to products, services among others
We all know that electric power occasionally fails Some PR in full professionals who work with NEPA revealed that people believed the failure are must often caused by NEPA workers who sabotage the suptem              
Going by the belief of the general public, it would not be surprising to find very low public support for increased funding for the maintenance of existing equipment and acquisition of new ones In a command economy, this may not be a problem, because those in power can simply allocate the necessary funds regardless of the public opinions 
In view of the forgoing, the above illustration of NEPA can general public case is akin to the Nigeria Police whose roles or services to humanity name no positive rewards, rather the public look at the police as silhouette to the eyes of the people there services are rendered
Against this background, the police public relations department was established to act as catalyst towards redeeming the already battered image of the noble institution – the police and this study is necessary to find out if the Enugu Stat Police command has been able to galvanize the potentials of the public relations practice to redeem its image and win tack public confidence to the Nigeria Police force, especially, in the area of enhancing the performance of the Nigeria Police      
A critical look into these definitions made it obvious that the public relations is not merely a publicity stunt nor in a smoke screen to cover or protect an organization, rather it consists of planned and conscious efforts to maintain good understanding between an organization and her numerous publics
For an institution established some time in April 1930, according to Hart (1981) Police image handbook of general information, the Nigeria Police force operating an efficient public relations unit cannot the over emphases

12 INTRODUCTION OF PUBIC RELATIONS TO THE POLICE
The first indigenous luspector General of Police was Mr Louis O Edet from the South –South of the country He recognized that a deliberate effort should be made to establish and maintain a double track understanding between the police and the public This was to be a parecea to improving the inherited image of the loutish (Nigeria) policy force, hence he muted the idea of introducing public relation into the policing of Nigeria society 
Consequent, upon this background, he created the police public relation department on June, 1964 In launching of the first police magazine (House journal) in 1964 he said” I consider this matter of police public relationship to be of such Nigeria importance and urgency that it has taken early priority in any plans for the efficient administration of the force” This researcher is conscious of the wreakers in the relationship between the force and the public they serve and it is my intention to do all within my power to improve this relationship, to this end I have given introductions to my consumers that  each regional headquarters should open a police public relation office, to be manned by a senior police officer will a staff to deal members of the public
It is imperative to highlight that before the above development of innovation in the police force in the sphere of the police public relation on 1st June, 1964 any member of the public who felt aggrieved by the police was obliged to report the cause of his grievances to the senior officer in charge of the station where his alleged offender worked Whether rightly or wrongly the vast majority of the public had little or no faith in the septum which appeared to them like reporting “ceasar to ceasar”
Some officers who tended to take a defensive stance in such matters as they regarded any report against their men or station, as reflection on the quality of their leadership did not help matters, they either defended subordinates or suppressed the matter from seeing the light
With the setting up of public relation officers in the region (Now station) Aggrieved persons either send written reports or ledged ventral complaints if they are not of criminal nature As far as is convenient the compliant and the officer reported may be required to bring their witnesses, if any 
The public relations officer submit, his findings to the combiner for decision The compliment is informed of the decision and what action had been taken were a criminal offence is disclosed the matter is referred to the C,D and the compliment informed accordingly
However, compliment who feel not satisfied with the handling or decision given at a state level has the right to refer the matter to the inspector General
I wish to add that in 1964, there were three regions Viz North, west, East, Enugu was the regional headquarters of the Eastern region which was delineated a province relation department actually was established in 1964 at Enugu province but in the event of the Civil war which engulfed the regions between 1969 to many federal organs suffered dissanay including the regional police headquarters Enugu 
However, at the ever of the civil war in 1970, the Nigeria police force in Enugu was reactivated including the public relation department The federal Government later delineated the region into state, Anambra, Imo, Cross-River and Rivers States were created out of Ananbra State As the states shared assists and humilities, the police man also shared, therefore Enugu State police command is relatively as new as  Enugu State
The public relations officer was Mr Lawrente Alabi This study therefore comers the role of public relation In enhancing the performance of Nigeria police in Enugu State command

13 EVOLUTION OF THE NIGERIA POLICE FORCE 
The police institution as we know it in Nigeria today in an institution of colonialism   In 1829 Sir, Robert peelen of Great Britain created the first police force in London, prior to this time Britain used the services of day guards for the prevention and detection of crime and punishment of offenders An examination of the origin, development and of British inspired police in Nigeria, reveal that they were shaped by the native or European interest in country and against the reactions  of the indigenous people
The British involvement in police activities in West Africa began with her effort to stop the illegal slave trade at the seas and encourage legitimate and Christian missionary to enter Africa 
They lay emphasis on legitimate trade, the availability  of such raw materials an palm produce and their desire for markets for Europe manufactured goods raised problem of law enforcement, TAMUNO (1970)
Before we get to what actually is known as Nigeria police, fragmented police force were established, they were the Hausa constabulary, the Lagos police force in 1861
The royal Niger constabulary , the Niger constabulary of 1894 , the southern police force in 1906 Inspire of the amalgamations of the colony and protectorate of Lagos with the protectorate of Southern Nigeria in 1906, and the amalgamation  of the colony and protectorate of the Southern Nigeria merged to form the colony and protectorate of Nigeria in 1914 there was no truly Nigeria police force until 1st April, 1930 that the whole from the present day Nigeria police force with headquarters at Lagos 
On the eve of independence in 1960, and republic status in 1963, both constitutions established indigenous Nigeria police force with constitutional powers and responsibilities We see the functional powers an body of law establishing the police force as contained in section 4 of the Nigerian police force Act (1968) where by members of the force are empowered to apprehend offenders, protect people’s life and property, perform military duties within  and outside Nigeria when called upon to so by the government Again in section 10 (1) of the criminal procedure act (CPA) 1962), the functions of police is equally enumerated, must especially with regards to functions of police as agents of social justice in crime prevention 
The Nigeria police force has give through a lot of changes since this period both in re-organization, structural locations, personal organization and social development What is paramount however, is that the Nigeria police force of to day in developing into a formidable institution of inestimable security responsibility 

14 STATEMENT OF RESEARCH PROBLEMS 
The fight against crime and other social rises had been on even before the amalgamation  of the Northern police force has not rested its case in this regard and the establishment of the police public relations department is complementary to the role of public relations in enhancing the performance of the Nigeria police
For the propose of this study the Enugu State police command will be used as a case study will seek to find the principles, philosophy and policies, the campaign strategy 
The performance of the Nigeria police will be analyzed and the involvement of the media in public relations awareness  will be looked into, to find not the extent at which the police use public relation management in promoting its  performance

15 OBJECTIVES OF THE STUDY
1 The researcher is anxims in finding out the extent in which the role of public relation can help the police in enhancing the performance of the Nigeria police in Enugu metropolis 
2 To investigate the pattern of nonverbal and verbal  communication in receiving and sending information on the performance of the Nigeria police 
3 To Bridge the gap between the police and the general public 
4 To find out why some group of people develop passion for the police
5 The study will seek to find out the philosophy  and campaign strategy, in enhancing the performance of the Nigerian police and the channel (Media) employed
6 Have recommendations based on findings and how communication and the role of public relations can enhance an image of difference through awareness and social integration

16 SIGNIFICANCE OF THE STUDY
it is expected that at the end of the study, it will from a platform on the reason why the need for effective role of police public relation 
The study will be of value to other researcher especially in police organization and institutions, media practitioners and academics in practice and training of journalist who are mainly dependent on official sources of information only 
Similarly, the study will make critical analyzing of the Nigeria police force in relation to research finding with a new to advising media and public relation practitioners, psychologist, sociologist and the general public

17 RESEARCH QUESTIONS
1 How can the police relation correct the already tabard image of the police
2 Why do the general public react negatively to police performance?
3 How does man media message normalize the tad image of the police?
4 What can the public relations department do to strengthen the image of the police and the public liken for the police?

18 RESEARCH HYPOTHESES
The following hypotheses are derived from problem posed in research question This is necessary in order to give direction and serve as a liters test for testing the statement of claim
Hi The police public relations can correct the already tabard image of the force
Ho The police public relations can correct the already tabard image of the force
Hi The General public does react negatively to police performance
Ho Man media message does not normalize the bad image of the police
Hi The public relation department can do a lot to strengthen the image of the police and win public liken for the police
Ho The public relation department cannot do anything to strengthen the image of the police and win public liken for the police 
Hi The role of public relation be left in the hands of the police alone 
Ho The role of public relation should not be left in the hands of the police alone

19 “SCOPE AND LIMITATION”
The intention of the researcher had been to find a way of sanitizing, and enhance the performance of the Nigeria police force through the public relation, through co-operation 
Revisiting of the public towards effective policing and their obligations to police operations 
Due to logistics constraints, the researcher has decided to limit the study only on the Enugu police command 
Another major hindrance or limitation is the shortage of textbooks, especially on police and public operations 
Police science and technology which is along used as a yard stick for measuring the importance of an organization Lack of studies already carried out on this and other related fields is another limitation 
Another area of emphasis is finance which falls under logistics mentioned above as one of the constraining factor
