ABSTRACT
The issue of the proper role of public corporations in a developing society has always been a burning one especially as public corporations are seen as vital agents not only for national development but also for the development of wealth and resources. Of specific interest in this study was to evaluate the extent to which NITEL Plc has met with the targets set by its enabling laws with a view to ascertaining its effectiveness within this period of dwindling natural resources. For the purpose of analysis, two hypotheses were constructed and tested viz: a) Poor management style has resulted in NITEL's inability to acquire and maintain good facilities; overstaffing; and the engagement of poorly qualified and skilled staff. b) The inability of NITEL to generate enough resources has limited its contributions to National Development. In addition, aspects like the quality of services provided, academic/professional qualifications of staff and their personnel policies involved in the effective performance of NITEL were examined. The findings in this study show that all the hypotheses postulated were rejected suggesting that NITEL Plc has done quite well viz-a-viz national development. The findings also reveal that although NITEL has been able to achieve some of its objectives, there is still a lot of room for improvement. The company is still confronted with a series of human and operational problems such as staff indiscipline, inadequate supply of services to meet demand and illegal connections to the network etc. At the end of the study, recommendations were advanced. In view of the various problems impeding NITEL's smooth and efficient operation as revealed by this study, it is recommended that the entire work force of NITEL should re-dedicate themselves to the maintenance of very good telecommunication services. This means that NITEL staff should be much more dedicated to their job, so as to realise organisational goals. NITEL should strive to increase the total number of digital exchanges and continue to make telecommunication services readily available to people. These and many other recommendations were advanced following our findings and hopefully, the management of NITEL would find them useful.
